110 years of public toilet upgrade and environmental improvement and waste reduction and recycling work plan

The scope of work for this project includes "Up-grading the Public Toilets", "Environmental Improve-ment", "Mandatory Garbage Sorting and Waste Reduction Related Work", "Large Scale Waste Removal Service Projects" and "Conducting Plastic Reduction and Reuse Promotion ". A summary of the results of these projects as at November 30, 2021 is as follows: (1). Organize the "Upgrading the Public Toilets" project: The total number of public toilets under the man-agement is 671 and the cumulative number of public toilet inspections is 4,187. Monthly inspections of public toilets in the city's tourist attractions were increased, with a cumulative total of 1,412 inspections. The guidance on toilet paper disposal and new toilet culture slogans were put up for 675 times. In addition, to strengthen the maintenance and management of public toilets, funding has been allocated for handrail (15 pieces) in squatting toilets, convenient toilet cleaning tools (200 pieces) and toilet installation hook-ups (167 pieces), which are ex-pected to be installed by end of October. We expect to complete the installation by the end of October to provide better friendly toilet environment. In addition, 100 new public toilets have been upgraded; 78 public toilets have been inspected and 42 public toilets have been provided with consumables (cleaning agents) in the hope of providing a more comfortable and quality environment for the public through the efforts of the government and private enterprises. Fifty-eight public toilets have been rated as superior public toilets in August and September, indicating that the quality of public toilets in the city is improving day by day. (2). Implement the "Environmental Hygiene Improvement": Seven sites originally listed under the dirty spot control system, including two sites in the East District and five sites in the West District, have been effectively re-duced by five sites, with two sites remaining under control. Implement the Mandatory Garbage Sorting and Waste Reduction Related Work: In order to strengthen the broken bag inspection op-eration and make it go smoothly, we have submitted the broken bag implementation plan on January 21, 2021 for the Bureau's approval and held 3 broken bag inspection meetings, including the seminar, education training and review meeting. There were 150 places along the route for bag inspection and 1,509 broken bags were found. Since we have already implemented the broken bag in-spection and garbage sorting promotion last year, the public has generally had the idea of garbage sorting, so only 4 dissuasion slips were issued. In addition, we have assisted in the determination of large-scale waste removal service cases, and a total of 348 cases have been con-cluded. (4). Organize the promotion campaign related to plastic re-duction and re-use of resources We invited 30 restaurants to offer discounts and extra food when consumers bring their own food containers, and we also planned to help businesses in the Wenhua Road Night Market and Chia Le Fu Night Market to reduce the single-use of plastics, inviting vendors and the public to use eco-friendly tableware and cups. Since September 1, the Chiayi City Environmental Protection Bureau has been running the eco-friendly meal box delivery service. One thousand seven hundred and nineteen people have par-ticipated in using the eco-friendly meal boxes to order meals, with an average of about 33 meals ordered per day; based on the calculation that the volume of one paper container is about 947.089cm³ (17.9*14.3*3.7cm), we have effectively reduced the waste production about 1,628,046cm³ (1.6m³) in one month. In addition, we have held 2 events of bringing your own eco-cups for free gifts with a total of 352 people participating in the events. In order to reinforce the con-cept of "plastic reduction starts with you and me", we have been encouraging the shop owners to become plastic re-duction-friendly stores since 2020. Fifteen stores have passed the certification this year, and 48 stores are now plastic reduction-friendly stores in the city. Thirty-seven of which came from the city's Cultural District; thus, the cultural district was promoted as a demonstration area for plastic reduction and the district was turned into an "eco-friendly shopping district". A "Plastic Reduction Certification Recognition Ceremony" will be held on Oc-tober 15. Since 2019, we have been promoting used bags re-cycling and setting up the service stations. We have completed the installation of 30 stations so far this year, and we have effectively recycled 30,939 bags. Based on the formula that recycling one eco-bag reduces the use of at least two disposable plastic bags, it is estimated that at least 61,878 disposable plastic bags will be reduced. In order to give used items a chance to be re-used; we recy-cled, shared, instead of discarded and re-purchased to reduce waste at the source. The city has compiled a list of 44 stores that sell, recycle, donate, and repair the used items, and created a map for the public to look up and use. The public can buy, sell, donate, and recycle through this list. The exchange of used items was conducted at Chui-yang Elementary School, Lan Tam Junior High School and Ching Chung Elementary School. 1,380 used bags were collected and 2,460 used items were exchanged and sold. In addition, we organized one resource reuse presentation in Xingcun Village and one in Bao-Sheng-Li, with the themes of "waste cooking oil" and "waste glass" respectively; we hope to enhance the public's awareness to reduce the amount of waste generated at source. (5) Other tasks assigned: The staff of this project assisted in the inspection and maintenance of "Promoting Friendly Shops to Maintain a Clean Neighborhood within 5 Meters", and inspected 429 shops in total. In addition, in response to the COVID-19 pandemic, we provided "garbage collection service" for Chiayi residents who were under the isolation order or quaran-tined at home, our staff members assisted with the collection of gar-bage and follow-up collection services for a total of 257 cases. We also assisted in the investigation of 454 cases at the designated premises to help the Bureau identify the causes of the cases and to speed up the process.
